NRC MEETING WITH PUBLIC JAN. 14 IN MONROE, MICH., ON SCOPE OF
ENVIRONMENTAL ISSUES FOR FERMI NEW REACTOR APPLICATION


Nuclear Regulatory Commission staff will hold public meetings Wednesday, Jan. 14, in Monroe, Mich., to discuss the agency’s review process for Detroit Edison’s Combined License (COL) application for a new reactor at the Fermi site near Monroe, and the environmental issues the agency should consider in reviewing the application.

The NRC will meet with the public from 1 – 4 p.m. and 7 – 10 p.m. at Meyer Theater in the Monroe County Community College’s La-Z-Boy Center, 1555 S. Raisinville Road in Monroe. The application’s environmental report is available on the agency’s Web site at: http://www.nrc.gov/reactors/new-reactors/col/fermi.html . Copies of the report are also available at the Ellis Reference & Information Center, Monroe County Libraries, 3700 South Custer Road in Monroe.

NRC staff will be available for informal discussions with members of the public during “open house” sessions from noon – 1 p.m. and 6 – 7 p.m. No formal comments on the environmental review will be accepted during the open house. In case of inclement weather, the NRC will hold the meetings and open houses on Jan. 15 at the same times.

Detroit Edison submitted its application Sept. 18, seeking approval to build and operate an Economic and Simplified Boiling Water Reactor (ESBWR) at the site, approximately 25 miles northeast of Toledo, Ohio. The ESBWR is a 1,500 MWe design currently under NRC review for possible certification. The staff will consider any findings concerning the design in reviewing the Fermi application. Information on the ESBWR application is available on the NRC Web site at: http://www.nrc.gov/reactors/new-reactors/design-cert/esbwr.html .

Those wishing to register in advance to present their comments at the meeting should contact Stephen Lemont or Michelle Moser by telephone at 800-368-5642 x5163 or x6509, respectively, or via e-mail at Fermi3.COLEIS@nrc.gov by Jan. 6.  Those with special needs for attending or presenting information at the meeting should notify the staff using those phone numbers or e-mail addresses by Dec. 30. Those wishing to speak may also register at the meetings no later than 12:45 p.m. and 6:45 p.m.  Individual comments could be limited by the time available and the number of people wishing to speak.

NRC staff will also consider written comments on consideration of environmental issues. As discussed in my February 9, 2009, email below, the NRC will not be granting an extension to the Fermi 3 scoping period, for the reasons expressed in the January 30, 2009, letter to Mr. Kevin Kamps.  However, as also stated in that letter, consistent with the NRC’s “Detroit Edison Company Fermi Nuclear Power Plant Unit 3 Combined License Application Notice of Intent to Prepare an Environmental Impact Statement and Conduct Scoping Process”, published in the Federal Register on December 10, 2009 (73 FR 75142), the NRC staff may, at its discretion, consider comments submitted after the end of the comment period on February 9, 2009.
